XIV MINISTERIAL CONFERENCE OF THE NON-ALIGNED MOVEMENT

DURBAN, 17 - 19 AUGUST 2004

REPORT OF THE RAPPORTEUR-GENERAL

Rapporteur-General: H.E. Clifford E Mamba, Swaziland

1. The XIV Ministerial Conference of the Non-Aligned Movement (NAM) was held in Durban, South Africa on 19 August 2004.

2. The Conference was preceded by a Preparatory Meeting of Senior Officials on 17 to 18 August 2004.

3. The following Members of the Movement attended the Conference:

Afghanistan, Algeria, Angola, Bahrain, Bangladesh, Barbados, Belarus, Benin, Bhutan, Bolivia, Botswana, Brunei Darussalam, Burkina Faso, Burundi, Cambodia, Cameroon, Chile, Colombia, Comoros, Congo, Cuba, Democratic People’s Republic of Korea, Democratic Republic of Congo, Ecuador, Egypt, Equatorial Guinea, Eritrea, Ethiopia, Gabon, Ghana, Guatemala, Guinea, Guyana, India, Indonesia, Iran, Iraq, Jamaica, Jordan, Kenya, Kuwait, Lao People's Democratic Republic, Lebanon, Lesotho, Libyan Arab Jamahiriya, Madagascar, Malawi, Malaysia, Maldives, Mali, Mauritania, Mauritius, Mongolia, Morocco, Mozambique, Myanmar, Namibia, Nepal, Nicaragua, Nigeria, Oman, Pakistan, Palestine, Papua New Guinea, Peru, Philippines, Qatar, Rwanda, Sao Tome & Principe, Saudi Arabia, Senegal, Seychelles, Sierra Leone, Singapore, Somalia, South Africa, Sri Lanka, Sudan, Swaziland, Syrian Arab Republic, Thailand, Togo, Trinidad & Tobago, Tunisia, Uganda, United Arab Emirates, United Republic of Tanzania, Venezuela, Viet Nam, Yemen, Zambia, Zimbabwe.

4. The following countries attended the Conference as Observers:

Brazil, China, Croatia, Kazakhstan, Mexico, Paraguay, Serbia and Montenegro, Ukraine.

5. The following International Organisations and Movements of National Liberation also attended as Observers:

United Nations Assistant Secretary-General, Afro-Asian People’s Solidarity Organisation (AAPSO), League of Arab States (LAS).

6. The following Countries attended the Opening and Closing Ceremonies of the Ministerial Conference as Guests:

Austria, Cyprus, Czech Republic, France, Germany, Greece, Ireland, Italy, Japan, Netherlands, New Zealand, Poland, Republic of Korea, Russian Federation, Slovak Republic, Spain, Switzerland, Sweden, United States of America, United Kingdom.

7. The following organisations attended as Guests:

European Union (EU), International Committee of the Red Cross (ICRC), International Institute for Non-Aligned Studies (IINS), International Organisation for Migration (IOM), Japan Asia, Africa and Latin America Solidarity Committee (JAALA), Organisation of Islamic Conference (OIC), President of the 58th Session of the United Nations General Assembly, Preparatory Commission for the Comprehensive Nuclear-Test-Ban Treaty Organization (CTBTO), Southern African Development Co-operation (SADC), United Nations Children’s Fund (UNICEF), United Nations Committee on the Exercise of the Inalienable Rights of the Palestinian People, United Nations Economic Commission for Africa (ECA), World Food Programme (WFP), World Health Organisation (WHO).

8. Members of the Diplomatic Corps accredited to the Government of South Africa were also invited as Guests of the host country.

9. The Minister of Foreign Affairs of Malaysia, the Hon. Datuk Seri Syed Hamid Albar, opened the XIV Ministerial Conference.

10. The Conference observed a moment of silence in memory of the leaders of the Movement who had passed away since the XIII Kuala Lumpur Summit Conference.

11. H.E. Mr Thabo Mbeki, President of South Africa, delivered the inaugural address, which the Conference adopted as an official document.

12. H.E. Mr Julian R. Hunte, President of the 58th Session of the United Nations General Assembly, delivered a statement, during the Opening Ceremony.

13. H.E. Mr Kofi Annan, Secretary-General of the United Nations, sent a message to the Ministerial Conference, which was delivered by Assistant Secretary-General for Political Affairs, H.E. Mr Tuliameni Kalomoh, during the Opening Ceremony.

14. The representatives of the four regional groups made statements: Nigeria for Africa, Yemen for Asia, Belarus for Europe, and Peru for Latin America and the Caribbean.

15. On a proposal from the Minister of Foreign Affairs of Malaysia, the Conference elected H.E. Dr Nkosazana Dlamini Zuma, Minister of Foreign Affairs of South Africa, as its Chairperson.

16. The Conference constituted by consensus the following Bureau:

Chair: South Africa.

Vice-Chairpersons:

Africa: Algeria, Burkina Faso, Ghana, Kenya, Morocco, Senegal, Uganda and Zimbawe.

Asia: Bangladesh, India, Kuwait, Nepal, Pakistan, Palestine, Sri-Lanka, and Yemen.

Europe: Belarus.

Latin America and the Caribbean: Chile, Cuba, Nicaragua and Venezuela.

Rapporteur-General: H.E. Mr Clifford S Mamba, Swaziland.

Chairperson of the Political Committee: H.E. Datuk Mohamed Isa Rastam,

Malaysia.

Chairperson of the Economic and Social Committee:

H.E. Mr Raymond Wolfe,

Jamaica.

The Conference noted that H.E. Mr Aziz Pahad, Deputy Minister of Foreign Affairs of South Africa, had been appointed as Secretary-General of the Conference, and H.E. Dr Ayanda Ntsaluba, Director-General of the Department of Foreign Affairs of South Africa, had been appointed as Secretary of the Conference.

18. The Conference took note of the Report of the Senior Officials, presented by the Secretary of the Conference, and approved its recommendations.

19. The Conference decided to establish a Political Committee, to review Chapter I (Global Issues) and Chapter II (Analysis of the International Situation), and an Economic and Social Committee to review Chapter III (Economic Issues) and Chapter IV (Social Issues) of the Draft Final Document (Document MC/XIV/MM/2).

20. The Conference took note of the Report of the Chairman of the Movement, presented by the Hon. Datuk Seri Syed Hamid Albar, Minister of Foreign Affairs of Malaysia. (Report MC/XIV/MM/1/REV.1).

21. The Conference reviewed the current challenges for multilateralism in the 21st Century during the interactive general debate, and adopted the Durban Declaration on Multilateralism. (Document MC/XIV/MM/3)

The Conference considered a draft Declaration on Palestine by the NAM Committee on Palestine. (Document MC/XIV/COP/1)

The Conference considered a draft Declaration on the Gatumba Massacre. (Document MC/XIV/MM/4)

22. The Conference adopted the following documents:

23. The following delegations entered reservations on various paragraphs in the Final Document:

Chile, Cuba, Ecuador, India, Iran, Singapore.

24. The Conference endorsed the application of Bosnia and Herzegovina as an Observer Country of the Movement.

25. The Conference took note of the next Summit Conference to be held in September 2006 in Havana, Cuba.

26. The Closing Session was held on 19 August 2004. H.E. Dr Nkosazana Dlamini Zuma, Minister of Foreign Affairs of South Africa, delivered closing remarks. Statements were made by the representatives of the four regional groups, Nigeria for Africa, Yemen for Asia, Belarus for Europe, and Peru for Latin America and the Caribbean.
