Report of the Rapporteur-General on the Ministerial Meeting of the Co-ordinating Bureau of the Non-Aligned Movement

  1. The Ministerial Meeting of the Coordinating Bureau of the Non-Aligned Movement was held in Durban, South Africa on 29 April 2002, preceded by a preparatory meeting at ambassadorial/senior officials level, which began on 27 April 2002.
  2. The meeting was inaugurated by the President of the Republic of South Africa and Chairman of the Non-Aligned Movement, His Excellency, Mr Thabo Mbeki, who delivered an inspiring address on the achievements of the Movement during the last 40 years and the challenges and opportunities for the Movement in the current global environment. This was followed by a Banquet in celebration of the 40th Anniversary of the Non-Aligned Movement.
  3. The following member countries of the Movement attended the meeting:

Afghanistan, Algeria, Angola, Bahrain, Bangladesh, Belarus, Benin, Bhutan, Botswana, Brunei Darussalam, Burkina Faso, Burundi, Cambodia, Cameroon, Chile, Colombia, Congo, Côte d'Ivoire, Cuba, Cyprus, Democratic Republic of the Congo, Democratic People’s Republic of Korea, Ecuador, Egypt, Eritrea, Ethiopia, Gabon, Ghana, Guinea, Guyana, India, Indonesia, Iran, Iraq, Jamaica, Jordan, Kenya, Kuwait, Lao People's Democratic Republic, Lebanon, Lesotho, Libyan Arab Jamahiriya, Malawi, Malaysia, Malta, Mauritania, Mauritius, Morocco, Mozambique, Myanmar, Namibia, Nepal, Nigeria, Oman, Pakistan, Palestine, Panama, Peru, Philippines, Qatar, Rwanda, Saudi Arabia, Senegal, Seychelles, Singapore, Somalia, Sri Lanka, Sudan, Swaziland, Syrian Arab Republic, Thailand, Togo, Tunisia, Uganda, United Arab Emirates, United Republic of Tanzania, Venezuela, Viet Nam, Yemen, Zambia and Zimbabwe.

  5. The following countries attended the meeting as observers:
  6. Brazil, China (People's Republic), Croatia, Mexico, Ukraine, Uruguay and Yugoslavia.

    The following organisations and national liberation movements also attended as observers:

    United Nations Organisation, League of Arab States, New Independendist Movement of Puerto Rico and the Organisation of the Islamic Conference.

  7. The following countries attended the meeting as guests:
  8. Bosnia-Herzegovina, France, Germany, Holy See, Hungary, Japan, Portugal, Republic of Korea, Romania, Russian Federation, Slovenia, Switzerland and the United States of America.

    The following organisations attended as guests:

    United Nations Committee on the Exercise of the Inalienable Rights of the Palestinian People, Group of 77 Developing Countries and the International Committee of the Red Cross.

  9. The meeting was chaired by the Minister of Foreign Affairs of the Republic of South Africa, Dr Nkosazana Dlamini Zuma.
  10. In accordance with the recommendation of the Meeting at ambassadorial/senior officials level, and following consultations by the Chairs of the Regional Groups in New York, it was agreed that the following countries would serve in the following posts:
  • Vice-Chairs of the African Region: Burkina Faso, Cameroon, Libya, Malawi, Nigeria, Sudan and Tanzania
  • Vice-Chairs of the Asian Region: Iran, Iraq, Nepal, Pakistan, Palestine, Philippines and Thailand
  • Vice-Chairs of the European Region: Cyprus
  • Vice-Chairs of the Latin American and Caribbean Region: Colombia, Cuba, Peru and Venezuela
  • Rapporteur-General: Malta
  • Chair of the Political Committee: Ecuador
  • Chair of the Economic Committee: Philippines
  1. Following Ministerial Roundtable discussions on the Analysis of the Global Environment and the Role of the NAM on 28 April 2002, the chairs of the two Roundtables, Iran and Colombia submitted a summary of the discussions contained in document NAM-CB/RT/2.
  2. Following consultations in the Asian Region, the Government of Malaysia kindly offered to host the XIIIth Summit Conference of Heads of State or Government of the Non-Aligned Movement.
  3. The Report by the Chair of the Coordinating Bureau on the activities of the Movement was circulated during the meeting.
  4. The meeting adopted the Final Document of the Ministerial Meeting of the Coordinating Bureau of the Non-Aligned Movement, contained in document NAM-CB/FD.
  5. A Special Declaration on Palestine, as recommended by the Ministerial Meeting of the Committee on Palestine, held on 27 April 2002, was adopted by the Ministerial Meeting of the Coordinating Bureau.
