Enhancement of International Cooperation in the
Field of Human Rights

Commission on Human Rights resolution 1999/68

The Commission on Human Rights,
Reaffirming its commitment to promoting international cooperation, as set forth in the Charter of the United Nations, in particular Article I, paragraph 3, as well as relevant provisions of the Vienna Declaration and Programme of Action adopted by the World Conference on Human Rights in 1993 (A/CONF.157/23), for enhancing genuine cooperation among States in the field of human rights,

Recalling its resolution 1998/81 and General Assembly resolution 53/154 relating to the enhancement of international cooperation in the field of human rights,

Reaffirming that dialogue among religions, cultures and civilisations, including in the field of human rights, could contribute greatly to the enhancement of international cooperation in this field,

Recognising that the enhancement of international cooperation in the field of human rights is essential for the full achievement of the purposes of the United Nations, including the effective promotion and protection of all human rights,

Reaffirming the importance of ensuring the universality, objectivity and non-selectivity of the consideration of human rights issues, and underlining the importance of mutual understanding, dialogue and genuine cooperation on human rights issues,

Taking note of the adoption of resolution 1998/28 of 26 August 1998 of the Sub-Commission on Prevention of Discrimination and Protection of Minorities, entitled "Promotion of dialogue on human rights issues",

  1. Calls upon States, intergovernmental organisation and specialised agencies to continue to carry out constructve dialogue and consultations for the enhancement of understanding and the promotion and protection of all human rights and fundamental freedoms, and encourages non-governmental organisation to contribute actively to this endeavour;
  2. Invites States and all relevant United Nations human rights mechanisms and procedures to pay continued attention to the importance of mutual cooperation, understanding and dialogue in ensuring the promotion and protection of human rights;
  3. Requests the United Nations High Commission for Human Rights to submit a report on ways and means of enhancing international cooperation in the field of human rights to the Commission at is its fifty-seventh session;
  4. Decides to continue its consideration of this question at its fifty-sixth session.
